  1. More complaints, fewer wins: CIAA's annual report shows falling conviction rate

The Commission for Investigation of Abuse of Authority received over 40,500 complaints in fiscal 2025-26, but its conviction rate at the Special Court fell to 51.92 percent from 65.24 percent two years earlier, according to its annual report submitted to President Ramchandra Paudel, the Kathmandu Post reports in detail. The CIAA sought Rs5.24 billion in damages against 990 defendants in 156 cases; the Ministry of Land Management drew the most federal complaints (3,036), while Madhesh province topped provincial complaints. Governance experts quoted say the falling win rate points to weak investigations, frequent staff transfers and cases filed under political pressure, such as the passport-graft case. eKantipur, Annapurna Post, the Annapurna Express and myRepublica all covered the report's submission to the President.

  2. If the Constitution were amended today, what rule would even apply? Parliament left in procedural limbo

With the Supreme Court's Constitutional Bench staying Rule 140(11) of the House of Representatives Regulations on Wednesday, Nepal currently has no clear operative procedure for declaring a constitutional amendment bill passed, the Kathmandu Post explains in an in-depth piece. The suspended rule had let votes from both Houses be combined to check the two-thirds threshold; the earlier rule requiring separate two-thirds majorities in each House does not automatically revive. Lawyers are split on the fix: some say Parliament can still amend under Article 274 with separate two-thirds votes in each House, others say the House must first correct its own regulations before any amendment bill can be formally passed.
