The Deuba-led "founder-other" faction of Nepali Congress has finalised plans to hold its own 15th general convention starting in Mangsir (November-December), with ward-level conventions beginning Asoj 15, rejecting the establishment-led central working committee's decisions. Dr Shashank Koirala, coordinator of the faction's convention organising committee, called the convention "extremely important" for directing the country's politics and said repeated appeals for unity with Gagan Thapa's camp had gone unheard. Deuba has separately declared he will hand over leadership through his own convention process, deepening the prospect of Congress holding two rival conventions in parallel.

  1. Houthis Strike Saudi Airbase as Strait of Hormuz Talks Stall

Yemen's Houthis launched a new wave of missile and drone strikes on a Saudi military airbase in Khamis Mushait on Monday, wounding 13 civilians, as they dug into positions along Yemen's Red Sea coast including the newly captured Perim Island. The offensive follows last Thursday's attack on Saudi Arabia's 1,200-km east-west oil pipeline, which Riyadh blames on Iran-backed militias and which traders say could cut up to 4 percent of global oil supply while the Strait of Hormuz remains largely blockaded. Oman-hosted talks between Iran and Gulf states on reopening the strait were postponed at Saudi Arabia's request, and crude prices rose more than 4 percent before settling about 1 percent higher, while Washington has so far resisted Saudi requests for direct military intervention.

Four people have died from scrub typhus in Darma Rural Municipality, Salyan, over the past three weeks, with more than 100 testing positive as health facilities detect three to four new cases a day. Local health officials say patients have had to be referred to hospitals in Dang and Nepalgunj, and are urging residents with persistent fever to get tested rather than self-medicate, since the mite-borne disease spreads more during monsoon farming and fodder-collection work. Health camps and rapid testing have been expanded, but officials say the outbreak has not yet been brought fully under control.
